Dear Fellow Citizens!
I speak to you, the people of Kazakhstan, with my vision of the future of our society and the mission of our state. I want to introduce to you a strategy, with the help of which, I am sure, we will be able to reach this future and realize our mission.
I want to share my considerations about the future with you, the future that is going far away to the next age, to the new millennium, to a remote perspective. Time has come to decide, what future for us and our children we would like to see and to have.
Why do we need it for? I believe that each of us has had a comprehensive understanding of the fact that living in today only, in the solution of routine tasks, is not the right thing.
We must clearly know and understand what we want to build, what vector and what line we must follow, which will lead us to the chosen target.
Having determined our priority goals correctly, having chosen the respective strategies, having showed our will and patience in the movement along this way, we will make ourselves safe from the zigzag rushing, unproductive waste of energy, time and resources.
Having a strong strategy and purposefulness, we will be able to overcome successfully any obstacles that may be in our way.
The heavy conditions we are in now must not deprive us of energy and hope. A clear understanding of our perspectives, a frank clarification of the difficulties and danger in our way will help us mobilize all citizens to resolve this common goal.
We must remember daily that besides tasks of the present period our generation bears a huge responsibility before the future ones: the responsibility of mothers and fathers, that of grandmothers and grandfathers before their children and grandchildren.
What kind of people do we want to see our children and grandchildren in that far-away future, when they reach our age?
Will they be well-to-do? Will they have their fill? Will they be healthy and educated?
Will they be living in a good and free society?
Will they be living in piece?
Will they be unworried about their safety and the safety of their children? Will they be able to walk on the streets freely and not to worry about their property?
Will we leave them a strong state and friendly relations with our neighbors, both close and far, as an inheritance?
We must reply to these issues, which have already become important today.
One wise man noticed once that if you do not know where to go, so any road will lead you there. Remembering that we constantly need to see a model of our future generally and as short-term concrete targets to achieve, in order we may, in taking any actions, check ourselves whether we are moving in the right direction, or going off the course, passing ahead the development or falling behind.
When one compares mentally today with tomorrow, repeating this process many times, he starts perceiving the scope of problems and their significance in a different way. But when realizing ourselves part of the world and the whole planet, we feel the breath and approach of the new epoch and new time.
Kazakhstan was born as a new state in the epoch that has seen the end of many empires: the Ottoman empire, the Austro-Hungarian empire and the most recent empire, the Soviet Union.
We are building a new state, a new market economy and a new democracy in the time when most of the independent state have already passed a similar way.
We are living in an age of growing globalization and increasing interdependency, when the powerful external forces will inevitably be playing a significant role in the determination of our future.
If we are serious in our intentions and clever, are capable of analyzing frankly inner and outer factors of our development, we have a possibility to choose the right way on the basis of our mutual consolidation, on the basis of our history and our specific conditions.
Although we are in position and must study the experience of other countries and make use of favorable tendencies in the international community, it only is we, not anybody else, that can perform that huge job required for the realization of our hope and dream to build a Kazakhstan, which our children and grandchildren would be proud when they are at our age.
Why is it today that this task has become before us?
Because we were not ready for this yesterday. We did not have experience and knowledge. The conditions, a strong unsteadiness and instability did not allowed us to do this. And the task itself was quite different. The whole meaning of the previous period consisted in revealing, as an independent state, the start of a tumultuous transition period in stormy conditions. Many foretold that we would fail and could not be able to mange unprecedented goals associated with the building of a state, society and economic reconstruction.
But today it is clear that we have passed the first test honorably, we have withstood. Despite all difficulty, we have come out of the deep of chaos and disorder.
Now we are moving to a stabilization stage. And the success in the resolution of the most urgent and important tasks lets us to look about fixedly, evaluate the way done and look to the future more boldly, think about the coming development and make up our plans.
The experience gained in the heavy conditions of the building-up of statehood, conduction of political and economic reforms, knowledge about the world and its development, patience and understanding of the citizens of Kazakhstan gives us additional forces and confidence.
The resolution of this task cannot be postponed to tomorrow either, since we cannot allow ourselves to wait till we completely done our reforms.
In other words, yesterday it was too early, but tomorrow it may be too late.
A well-developed strategic plan focuses, disciplines and favors.
It focuses the attention of the state to a short list of priorities; it disciplines and makes the government to solve these tasks and strategies on a daily basis. Finally, it favors us to make daily and yearly decisions that lead us to the realization of our goals.
But it is not enough. Introducing these aims into life and effecting the plans targeted are not less important. That is why it is extremely necessary a system, in which every ministry and department organizes its work so that we would be able move to the goals set step by step every day, month and year, be created.
It is needed that public service employees would see ahead the strategic goals and priorities and realize such goals and priorities not distracting themselves to the resolution of secondary and every-day tasks.
Laws and resolutions adopted must be in the mainstream of our strategy; and the work must be concentrated and coordinated.
Commencing from the next year our yearly plans must comply with the long-term priorities. Moreover, the monitoring system must give an answer to the question - how far we have advanced in the achievement of the set goals. That is why, we need a system of strategic planning and strategic monitoring, reporting and accountability.
The main condition of our steady movement ahead is the unity of our society in achieving the set goals, consolidation of social strata and groups of the population of the country around the strategy aimed at solving our mutual tasks. This will become real if we will be able to take demands of the society and various groups of population into consideration in the system, and identify priorities correctly and provide the realization thereof. This must be done in the cooperation of the state and separate groups of population and the private sector.
This Message is prepared within the framework of my constitutional duty to make a message to the people of Kazakhstan on the main directions of the internal and external policy every year. But, as I have already pointed out, our state and the society as a whole need a more global vision and strategy being a coordinate system for us, within the framework of which we will be able to make up annual plans of our actions. That is why the Message gives a special place to these issues.
Future annual Messages of President to the people of Kazakhstan on the main directions of the internal and external policy will contain an evaluation of the realization of the long-term strategy, and determine specific targets for the coming year.
